
The attention of the National Management Committee of the Constituencies Development Fund has been drawn to the Editorial on the Standard on Tuesday, 7th, August 2007 titled Unravel Riddle in Nyeri Town CDF.
The editorial raises questions on projects funded by CDF in the constituency. There are claims that some of the projects listed in our official records are ghost projects and that the cost of others whose existence is not in dispute has been exaggerated.
The National Management Committee is aware of these claims and views them as serious and worth of commensurate investigations. Subsequently, a team of auditors from the National Secretariat are already in the constituency with a mandate to ascertain the truth or otherwise of the particular allegations alongside other routine auditing activities.
The team is undertaking a physical audit of existing CDF projects against the data reflected in our official records. In discharging its task, the team is working closely with the Kenya Anti Corruption Commission whose mandate of investigations extends to the management of all public funds including CDF.
Once investigations are complete, a report of the same will be made available to the public.
We would wish to retaliate that as a public kitty, CDF is subject to existing laws and regulations governing public funds and the attendant penalties stipulated thereof. Those found guilty of misappropriation of the Fund will therefore be liable to the lawful consequences of their actions.
The NMC commends the Media for its continued highlighting of CDF. We believe the public has a crucial watchdog role in ensuring CDF is spent prudently and transparently and that this role is best played by an appropriately informed citizenry through the provision of accurate, relevant and timely information.
