
The National Management Committee of the Constituencies Development Fund regrets that following the dissolution of Parliament, there has been apparent misunderstanding in some constituencies over the operations of CDF programs. Specifically, there have been claims that the Constituency Development Committees have been dissolved.
Subsequently, the NMC wishes to clarify the following points:-
1) The dissolution of Parliament did not affect the Constituency Development Committee. The CDCs will continue to be in operation until new members are appointed by new Members of Parliament next year.
2) However, in order to strengthen the mechanisms of safeguarding CDF against possible misuse during this time of heightened political activities, the NMC has issued the following guidelines:
a) The recently appointed CDF Account Managers will immediately take custody of all CDF properties in the constituencies.
b) The dispatching of CDF cheques shall be the sole responsibility of the CDF Account Manager.
c) The CDF Account Managers will counter-sign vouchers to release all CDF cheques. The officers must make sure cheques are issued in full compliance with established laws and regulations.
d) The Constituency Development Committee will not directly engage in any new projects. All projects will be undertaken by projects committees, for instance, school committees.
e) Except the main CDC bank account, any other account opened by the CDC will be closed and all related documents and cheque books surrendered to the Fund Account Manager.
