PRESS RELEASE TO MEMBERS OF PARLIAMENT-ELECT ON THE COMPOSITION OF THE CDF COMMITTEES

Following the recent General Election, the National Management Board of the Constituencies Development Fund wishes to congratulate all Members of Parliament-elect upon their election.

In respect of Members of Parliament pivotal role in the management of the Constituencies Development Fund and for the purposes of smooth transition/continuity in the Fund operations, we wish to bring the following to MPs-elect attention:-

1. Pursuant to Section 21 (a) of the Constituencies Development
Fund (Amendment) Act 2007, MPs-elect are notified that they are
required to have new Constituency Development Fund Committees in place
as soon as possible, but not later than March 15, 2008.


2. The composition of the Constituency Development Fund Committees
shall be as follows in accordance with Section 23(1) of the CDF Act:-

  • The elected Member of Parliament
  • Two councilors in the constituency
  • One District Officer in the constituency
  • Two persons representing religious organizations in the constituency
  • Two men representatives from the constituency
  • Two women representatives from the constituency
  • One person representing the youth from the constituency
  • One person nominated from among active NGOs in the area if any
  • A maximum of three other persons from the constituency
  • such that the total number of membership does not exceed fifteen.
  • An officer of the Board seconded to the Constituency
  • Development Fund Committee by the Board who shall be an ex-officio


3. The names of the Members of Constituencies Development Committee
should be submitted to the National Management Board before the new
team is allowed to transact business. Names of Treasurers and
Secretary must be stated.


4. Where the MP-elect wishes the outgoing Constituency Development
Fund Committee or a section of its membership to continue in office,
the same shall be communicated in writing to the National Management
Board through the Constituency Fund Account Manager of the particular
constituency provided that the reappointments are within the
Constituencies Development Fund Regulations 2004 that limit the
reappointment of each member to one term that shall not exceed two
years.


5. A statement of the Constituency Development Fund bank account as
at December 31, 2007 shall be made available to the MP-elect by the
outgoing Treasurer to the Constituency Development Fund Committee and
the Constituency Fund Account Manager.


6. No new financial commitments in the name of Constituencies
Development Fund shall be undertaken by the outgoing Constituency
Development Fund Committee.


7. The Constituency Fund Account Manager shall take custody of the
Constituency Development Fund office and other functions pertinent to
the Constituency Development Fund until a new Constituency Development
Fund Committee is properly constituted and convened.


8. The handing over to the new team of all assets and liabilities
of the Constituencies Development Fund under the outgoing Constituency
Development Fund Committee enumerated in a register and a current bank
statement duly countersigned by the Constituency Fund Account Manager
and the outgoing Treasurer should be done not later than March 15,
2008.


9. A workshop on Constituencies Development Fund for all Members of
Parliament will be held at the Safari Park Hotel, Nairobi on January
24-25, 2008.
