But Coast Province has the highest number of constituencies that plundered the fund, statistics from the CDF Board reveal.
Other constituencies that returned impressive results in the last financial year include Keiyo South, Mt Elgon, Baringo Central, Kaiti, Kibwezi, South Imenti and Kipkelion.
This comes ahead of today’s release of an audit report by the National Taxpayers Association (NTA), which says Sh422 million was misused in 28 constituencies in the 2008-2009 financial year.
Of the 28 worst constituencies, Nairobi and Rift Valley have three each, while Western, Coast, Central, Nyanza and Eastern provinces have four each.
North Eastern region, which also includes Lamu, Tana River, Marsabit and Samburu, is not represented in the list of shame.
The CDF Board’s chief executive, Ms Agnes Odhiambo, said the board had intensified its oversight role.
“We are working closely with the Kenya Anti-Corruption Commission, the Criminal Investigations Department, CDF committees and the public to ensure the money is not stolen or misused,” she said.
However, Ms Odhiambo noted that most constituencies use the funds well. The audit report rates onstituencies on the percentage of wastage against the total disbursement.
It classifies them in five categories of A to E, with the 28 worst performers falling in B, D and E, according to NTA coordinator Kizito Wangalwa.
Category A comprised the top 10 constituencies where projects were well executed and completed on time.
In category B, the projects were poorly done. Category C included constituencies, which had well implemented ongoing projects, while group D had many abandoned ones and E had ghost projects.
“From the composition of the 28 constituencies, misuse of public funds is not confined to one region,” said Mr Kizito Wangalwa, the NTA national co-ordinator.
